Eric Lupher

President, Citizens Research Council of Michigan

Eric Lupher is president of the Citizens Research Council of Michigan, conducting studies on a number of different state and local government policy issues. Much of his research work has focused on the consolidation of local governments and local government service provision.

In addition to the Citizens Research Council, Lupher has held numerous leadership positions with the Governmental Research Association. He also served for six years on the Governmental Accounting Standards Advisory Council (GASAC), an advisory body for the Governmental Accounting Standards Board (GASB), representing the user community on behalf of the Governmental Research Association.

Lupher earned a bachelor’s degree from James Madison College and a master’s degree from Wayne State University.
